Організація загальноосвітнього навчання засуджених до позбавлення волі, які мають особливості психофізичного розвитку

Abstract

У статті розглянуто процес здобуття освіти засудженими, які мають особливості психофізичного розвитку, як один із чинників, що впливає на їх успішне виправлення та подальшу ресоціалізацію після звільнення. Проаналізовано специфіку здобуття освіти засудженими в установах виконання покарань, що зумовлена наявними обмеженнями й режимними вимогами. Визначено роль освіти у системі засобів досягнення мети реалізації кримінального покарання, висвітлено проблематику, що стосується навчання дорослих, серед яких є люди з особливими потребами. The article deals with the process of secondary education of convicts with special needs, as one of the factors influencing their successful correction and further re-socialization after release. The peculiarity of convicts’ studying process in penal institutions, which is conditioned by the existing restrictions and regime requirements, is considered. The role of education in the system of means of achieving the goal of implementing criminal punishment is determined. The problems concerning the education of adults among whom there are people with special needs are highlighted. Conducted theoretical research shows that the issue of organization of convicts’ with special needs secondary education process should be improved. The education of such convicts in penal institutions should comply with the Convention on the Rights of Persons with Disabilities (2006) and the Law of Ukraine “On Education ”(2017). In order to improve providing education in penal institutions, public institutions should: 1. Develop joint scientific and educational activities, promote the development and implementation of modern forms of education for people with special needs in the educational process of educational institutions of penal institutions. 2. Use the latest electronic technologies while educational process of educational institutions of penal institutions. 3. Amend current legislation in order to provide convicts with special needs access to educational services in prisons. First of all, it concerns item 10 of the Order of organization of training in general educational establishments at correctional colonies and detention centers, which belong to the sphere of management of the State Penitentiary Service of Ukraine, which should clearly state the category of people with special needs. The prospect of further scientific exploration is studying legislation in the field of convicts’ getting higher education and the development of proposals for providing this opportunity to people with special needs.
