Шляхи формування суспільної довіри до державної кримінально-виконавчої служби України

Abstract

У статті виділено ключові проблеми, які стають на шляху формування суспільної довіри до Державної кримінально-виконавчої служби України та комплекс заходів щодо їх подолання. Визначено, що неналежний рівень підготовки персоналу, стан захищеності суспільства від злочинності, корумпованість персоналу, дотримання службовцями чинного законодавства та рівень виконання службових обов’язків прямо впливає на рівень довіри суспільства до Державної кримінально-виконавчої служби України. Central problems that arise while building public confidence towards the State Criminal and Executive Service of Ukraine and a set of measures in order to solve them are highlighted in the article. It is determined that the poor level of personnel’s training, the state of society’s protection from crime, personnel’s corruption, officials’ observance of the current legislation and the level of their duties performance directly affect the level of public confidence. It is substantiated that public confidence is formed under influence of a number of factors, namely: individual’s personal experience of communication with the employees of the State Criminal and Executive Service of Ukraine, behavior and professional competence of which is extrapolated to the general perception of a law enforcement agency, determining its compliance with the declared mission andexpectations of a society, experience of communication with its representatives relatives, friends, or colleagues, whose feedback and impressions can confirm or deny the person’s relationship, information about activity of bodies and institutions or individual workers made public in media. An objective definition of public confidence is possible in conditions of wide social dialogue, relevant changes in the legislation concerning the activity of the State Criminal and Executive Service of Ukraine and other law enforcement agencies, and the state of their implementation and realization, close cooperation with the media and the public, and also increase of material support and creation of decent service conditions that will positively influence the inflow of highly motivated personnel. Strengthening public confidence towards law enforcement agencies is inevitably accompanied by reduction of sense of fear in relation to crime in society and an increase of the level of satisfaction with public authorities as a whole.
