Проблеми та перспективи розвитку медицини в сільській місцевості (на прикладі Чернігівського регіону)

Abstract

У статті розглянуто основні напрями реформування галузі медицини, зокрема перспективи її розвитку на селі. Доведено, що в системі офіційно без коштовної медицини неможливо забезпечити високу якість медичних послуг через брак кваліфікованих медичних кадрів; брак фінансових ресурсів на розвиток медицини; майже відсутні найнеобхідніші умови та оснащення в сільських амбулаторіях; лікарі не можуть набрати достатньої кількості підпи саних декларацій; доступ до медицини в селі та місті неоднаковий, що впливає не лише на якість надання послуг для пацієнтів, а і на заробітну плату лікарів. Визначено, що на сьогодні прийнято низку законодавчих актів та нормативних документів, які наближають медицину України до світового зразку, однак загальний успіх реформи сільської медицини залежить від здатності держави і місцевої влади змінити ситуацію з якістю і доступністю медичних послуг для мешканців села. The article identifies the main problems of the current state of medicine in rural areas. It is determined that in the system of officially free medicine, which is designed for mass consumption, it is impossible to provide high quality medical services; lack of qualified medical staff; problems of access to health care services, especially in rural areas; lack of financial resources for the development of medicine; rural outpatient clinics do not have even the most necessary conditions and equipment; in some villages there is only one doctor, and therefore there is no one to choose a specialist, in others, on the contrary - doctors cannot get enough signed declarations, because there are no people; access to medicine in rural and urban areas is different, which doctor is able to provide quality treatment in the current environment. And so no doctor is able to provide quality treatment in the current environment. It is investigated that today a number of legislative acts and normative documents have been adopted, which bring the healthcare system of Ukraine closer to the world standard, make it more social and at the same time put it on the market rails. The article considers the main directions of health care reform, in particular the prospects for the development of medicine in rural areas. The main goal is to ensure high-quality medical examination in rural areas, timely detection of diseases, especially genetic ones in the early stages, systematic supervision of certain groups of patients, and preventive and health-improving measures.
