Ensuring Transparency and Oversight of the Work of State and Municipal Authorities

Abstract

This article analyzes the implementation of transparency and accountability in the activities of public authorities and local governments, aiming to substantiate managerial principles for their institutionalization and to propose a model for their integration into public administration. The study adopts a systematic methodological approach that combinesdialectical and logical methods. The results indicate that transparency and accountability are fundamental pillars of effective governance, as they strengthen social control, enhance public trust, and mitigate institutional dysfunctions through open procedures and public oversight. A regional strategic governance model is proposed that integratespublic approval of decisions, digital instruments, and social monitoring. Future studies should evaluate the model’s effectiveness in different contexts and the role of digital technologies in strengthening public accountability.
