Вищий навчальний заклад як суб'єкт профілактики правопорушень: досвід ОДУВС з кадрового та законодавчого забезпечення практики

Abstract

У статті показані результати наукового дослідження діяльності вищого навчального закладу як феномена і суб’єкта профілактики правопорушень. Автором представлений досвід Одеського державного університету внутріш ніх справ з особливостей роботи навчального закладу з кадрового та законода вчого забезпечення профілактичної практичної діяльності Національної полі ції. Представлено головні напрямки роботи університету з якісної підготовки правоохоронців у сучасних умовах як профілактичного підґрунтя ефективного забезпечення правоохоронної діяльності. Визначено проблеми функціонування навчальних закладів з особливими умовами навчання з підготовки поліцейських та запропоновано шляхи їх вирішення.

The article presents the results of the scientific research of a higher educational establishment activity as a phenomenon and a crime prevention subject. The author represents the experience of the Odesa State University of Internal Affairs on the work peculiarities ofthe educational establishment on the personnel and legislative provision of the preventive practical activities of the National Police. The main directions of the University’s work on qualitative training of law-enforcers in present-day conditions are presented as a preventive basis for the effective provision of law enforcement activities. The problems of the educational establishment functioning with special training conditions for the policemen training and the ways of their solution are determined. Summarizing the experience of the ODIAU as a subject of strengthening law and order in the country in the areas of personnel and legislative provision of prac tice, we note that the information described above and these proposals are summa rized in a single document and formally sent to the Committee on Legislative Support of Law Enforcement Activities of the Verkhovna Rada Of Ukraine.
