Інформаційно-правові засади підготовки персоналу правоохоронних органів: досвід країн Європейського Союзу

Abstract

У статті здійснено комплексний аналіз міжнародного, зокрема європейського, досвіду інформаційно-правового забезпечення професійної підготовки персоналу правоохоронних органів. Обґрунтовано, що в умовах цифровізації та трансформації безпекового середовища ефективність правоохоронної діяльності безпосередньо залежить від рівня інтеграції правової освіти з інформаційно-комунікаційними технологіями, стандартизації освітніх програм і впровадження принципів безперервного навчання. Розкрито ключові тенденції розвитку систем професійної підготовки правоохоронців у країнах Європейського Союзу, серед яких виокремлено формування єдиного освітнього та правового простору, гармонізацію навчальних стандартів, поєднання теоретичної та практичної складових навчання, а також орієнтацію на гуманістичну та компетентнісну парадигму. Особливу увагу приділено аналізу діяльності Агентства Європейського Союзу з підготовки співробітників правоохоронних органів (CEPOL), онлайн-платформи LEEd, а також спеціалізованих міжнародних освітніх ініціатив у сфері кібербезпеки та протидії транснаціональній злочинності. Доведено, що зазначені інституційні механізми сприяють формуванню інформаційно-правових компетентностей правоохоронців, розвитку навичок прийняття рішень у складних оперативних умовах, дотриманню стандартів прав людини, захисту персональних даних і етичних принципів службової діяльності. Зроблено висновок, що європейська модель професійної підготовки характеризується комплексністю, практичною спрямованістю та орієнтацією на міжвідомчу і міжнародну взаємодію. Обґрунтовано доцільність використання позитивного європейського досвіду для вдосконалення національної системи підготовки персоналу Державної кримінально-виконавчої служби України з урахуванням сучасних викликів безпеки та процесів євроінтеграції. Зокрема, увагу приділено наявності в Європейському Союзі єдиного правового та освітнього простору, змістовної підготовки, що включає права людини, захист даних, етичні кодекси, елементи кіберзахисту та міжнародної співпраці, застосуванню мультидисциплінарних підходів і методик міжнародної взаємодії, а також невіддільності теорії від практики. The article provides a comprehensive analysis of international, particularly European, experience in the information and legal support of professional training for law enforcement personnel. It substantiates that in the context of digitalisation and the transformation of the security environment, the effectiveness of law enforcement activities largely depends on the integration of legal education with information and communication technologies, the standardisation of educational programmes, and the implementation of lifelong learning principles. The study identifies key trends in the development of professional training systems for law enforcement officers in European Union countries, including the formation of a common legal and educational space, harmonisation of training standards, integration of theoretical and practical components of education, and a shift towards a humanistic and competencebased training paradigm.Special attention is paid to the analysis of the activities of the European Union Agency for Law Enforcement Training (CEPOL), the LEEd online learning platform, and specialised international educational initiatives in the fields of cybersecurity and combating transnational crime. It is demonstrated that these institutional mechanisms contribute to the development of information and legal competencies of law enforcement personnel, enhance decision-making skills under complex operational conditions, and ensure compliance with human rights standards, personal data protection, and ethical principles of professional conduct. The article concludes that the European model of professional training is characterised by its comprehensive nature, practical orientation, and focus on interagency and international cooperation. The feasibility of utilizing positive European experience to improve the national system for training personnel of the State Criminal-Executive Service of Ukraine has been substantiated, taking into account current security challenges and European integration processes. In particular, attention is drawn to the existence of a unified legal and educational space within the European Union, comprehensive training that includes human rights, data protection, ethical codes, elements of cybersecurity, and international cooperation, the application f multidisciplinary approaches and methodologies for international interaction, as well as the inseparability of theory and practice.
