Професійна етика та моральні засади діяльності персоналу Державної кримінально-виконавчої служби України

Abstract

У статті розглядаються правові, морально-етичні та професійні основи діяльності працівників Державної кримінально-виконавчої служби України (ДКВС України). Актуальність дослідження пов’язана з тим, що існує нагальна потреба в системному осмисленні та усвідомленні ролі морально-етичних стандартів у діяльності персоналу ДКВС України та їхньої нормативної регламентації. Метою статті є комплексне дослідження правових, професійних та морально-етичних засад діяльності персоналу ДКВС України. Авторами виконаний аналіз вимог до персоналу, умов вступу на службу, а також норм поведінки, передбачених національним законодавством і Кодексом професійної етики. Особлива увага приділяється питанням дотримання принципів гуманізму, законності, нейтральності, справедливості та моральної відповідальності. Обґрунтовується важливість формування високого рівня професіоналізму й етичної поведінки персоналу ДКВС України з метою не тільки вдосконалення професійної компетентності, а й підтримання іміджу та авторитету системи виконання покарань і зміцнення довіри суспільства. The article examines the legal, moral-ethical, and professional foundations of the activities of employees of the State Criminal-Executive Service of Ukraine (SCESU). The relevance of the study is related to the urgent need for a systematic understanding and awareness of the role of moral and ethical standards in the activities of the personnel of the State Border Guard Service of Ukraine and their regulatory regulation. The purpose of this article is to conduct a comprehensive study of the legal, professional, and moral and ethical foundations of the activities of the personnel of the State Border Guard Service of Ukraine. The authors analysed the requirements for personnel, conditions of entry into service, and standards of conduct provided for by national legislation and the Code of Professional Ethics. Particular attention is paid to issues of compliance with the principles of humanism, legality, neutrality, justice, and moral responsibility. Theimportance of developing a high level of professionalism and ethical behaviour among the personnel of the State Penitentiary Service of Ukraine is justified, with the aim of not only improving professional competence, but also maintaining the image and authority of the penal system and strengthening public trust.
